Well, I'm listening to a transmission in 148.something, and I just hear weird noises repeating over and over again. Is this is a scrambled transmission or a trunked system?

It depends. It could be trunking, but we'd have to hear an audio sample of what you are hearing.

I'd bet you're listening to either a shadow or a ham radio operator's data transmission.

In regards to D Star and ham, it won't be either if he's listening to "148 something" as the 2 meter amateur band stops at 148. Federal military starts at 148 and they have plenty of trunking systems in that range (136-144 and 148-150.xxx).

It could also be a Civil Air Patrol exercise "ELT fox hunt". That would sound like a repeating data stream. Just a SWAG. I do not here it.
No, no CAP, I live in Panama, according to the government website where I got the frequency, it belongs to a company. I believe this is a scrambled and not a trunked, because I can listen to some transmissions, but some have the noise
Trunking could be on any band/freq, technically speaking.
What about digital trunking systems?

One is a Motorola Type II VHF system in the 160Mhz range using Analog and APCO-25 Common Air Interface. Mostly P25
The Other is a Project 25 Standard in the 406 Mhz range
