I'm not super familiar with TETRA infrastructure. I can't see anyway the system could be locked out unless someone got in and changed all the system admin PWs.
They would also have to disable all the sites and possibly all the mobile IDs as well. That would require a intimate knowledge of the TETRA system infrastructure. Hackers usually don't have that kind of radio experience. Usually, all they do is either wipe the system computers or if supported encrypt the data on the computers.
The TTC should be able to reboot from a backup again if someone was able to get into the system and delete or change the admin passwords.
