I WANT TO LISTEN TO TWIN CITIES SCANNERS. WHAT IS A GOOD SCANNER?. I WAS THINKING OF A UNIDEN BC125AT SINCE IT'S A LITTLE OVER $100. A FRIEND SAID SOME ARE SCRAMBLED AND CANNOT BE LISTENED TO. IS THERE A SCANNER THAT I COULD INPUT THE CODES TO LISTEN?. THANK YOU FOR YOUR HELP.

Scanners and government frequencies in MN are way more complicated and complex then just entering a number and being able to listen. You are not able to listen to encoded channels either.

On a side note, it is considered very rude (and annoying) to type in all caps, reguardless of the reason.

Since you did not comment on your county, I would suggest looking at a place that will program the scanner for your area such as below.

Also many counties have gone digital and the BC125 does not have that option. If money is tight but you are just interested in fire dept and not PD, check the database here on RR to see if your local Fire department has any analog channels or simulcasts both digital and analog which some counties still do then you can at least listen to the EMS and FD side of the town. New digital scanners are still pretty pricey. Lastly you can download an app for IOS or Android for your phone to hear rebroadcasts from you area already without spending money on a scanner.

You may wish to investigate Broadcastify Calls. I listen to it quite often to keep up with Minneapolis happenings.

If you still want to get a scanner, the only one(s) you'll be happy with are the Uniden SDS 100 (Portable) or SDS 200 (Mobile).

"Things" in Minnesota are digital, trunked and quite often simulcast. The SDS models, which are costly, are the only ones the gave consistent satisfactory results. Also, the Minnesota system, particularly in the Twin Cities/Metro Area are very complex and not for the faint of heart to program and monitor.

There is some movement toward encryption so you may not hear everything you want. Again the Broadcastify Calls will have good lists of talkgroups in your area that are still "in the clear".

You aren't going to find anything that will do what you want for around $100. Your entry point is going to be closer to $400-500. You might want to stick to broadcastify until you decide whether you want to spend the money for your own scnner.
