sorry nobody will do it! Its extreme risky talking about anything who is outside of an legal receiving band like Amateur Radio, PMR446.
Nobody is stupid like me and ask thinks like that. Posting a File bring more Time in Jail.
Say a Frequency +more Time, Say a Company Name +more Time, City Name +more Time....

My opinion

It doesn't sound like LTR system

Im not familier with these system (maybe someone could tell what system is it )
As for the peaks they are the side-bands of the tones of the data (AFSK)

As for decode programs the programs I know can decode DMR P25 LTR MPT EDACS NXDN
none of these systems is this therefore they will not decode it
