BCD436HP/BCD536HP: Uniden BCD436HP not picking up L.E. portable

I own a Uniden BCD436HP. I have 2 issues that bring me here. The 1st is it's not picking up my local law enforcement when they're using their portable radios. It's only picking up their squad transmissions. My 2nd is I'm missing the 1st couple of seconds of many local law enforcement transmissions. I don't have many channels for the scanner to scan through so that isn't the cause. Any help would be greatly appreciated.

Welcome to the RR forums. Please reply back with your location and agencies of interest so we can consult the database to see who operates where & help you troubleshoot. If said portables operate in simplex mode without the use of a repeater then you'll need to be in the immediate vicinity of them (typically less than a mile at the most) to reliably pick them up

My 2nd is I'm missing the 1st couple of seconds of many local law enforcement transmissions.
Please ensure all priority modes & close call are turned off

I live in sawyer county WI. I would like to hear the portable transmissions of the Sawyer County Sheriff's department, Hayward Police Department, LCO police department. I would also like to hear the transmissions for the Hayward city public works. When their frequency is picked up it's scrambled. I am almost 100% certain that priority modes & close call are off. How do I ensure that they are?

According to Radio Reference. Sawyer County law enforcement, fire, EMS, highway, and transit communications are primarily on WISCOM. Nothing except the state patrol seems to be using encryption but I’m only going by what I see on RR. Are you listening to WISCOM or the VHF frequencies (which may be vacated by now)?

If this is the frequency in question then refer again to my statement about portables in post #2. This may no longer be in use if they've migrated full time to WISCOM

Does the "scrambling" sound anything like this? The RRDB listed license expired 10 years ago, no one ever submitted any updated info. Updated license looks to be here and NXDN may be in use judging by the listed 4K00 emissions designator. In that case you'll need to purchase the NXDN paid upgrade for your 436HP to bring in Hayward DPW, $50.00 if you buy direct from Uniden. More info about that in this video

I am listening to WISCOM. I live within a mile of the actual Sheriff's department. I have law enforcement active as one of the service types I want to hear. I'm assuming their portable radios would be included in this category? I also have law tac, law talk, law dispatch "On" in service types. Also multi-dispatch, multi-talk, Interop, other, ems dispatch, ems tac, ems talk, fire dispatch, fire tac, fire talk, hospital. Would their portable radios fall under 1 of these categories? How do I manually add a channel frequency to the channels that my scanner scans?

If the VHF portable frequency is still in use it'd be categorized as the "Law Tac" service type. Keep in mind that the "Tag" column in RRDB (Radioreference database) = service type in the Uniden realm

How do I know or find out if their portables use simplex mode without the use of a repeater?

Do you have this programmed as a trunking system? You might be listening to WISCOM, but if you're trying to listen to frequencies, then you probably don't have it properly programmed.

In addition, are you a Premium subscriber? It's not showing as such is why I ask.

How much experience do you have programming scanners? You have to understand the trunking basics to move forward. Looking at the database, Sawyer County has 1 site south of Hayward, 2 frequencies listed as control channels on WISCOM. If it's programmed as a trunking system, portable vs dispatch vs in-car use won't matter.

I have 0 experience programming scanners. I'm not a premium subscriber. I bought the scanner, turned it on, entered my zip code, selected service types and that's about it.

You might want to back up a bit and learn what you're looking to do. It's not that easy, despite how it's advertised. Look under Forums page, they have a Wisconsin forum and might be more local knowledgeable users there to help.
