I just entered all the Lee county frequencies I could find on the radio reference data base. I don’t hear any talking. It scans through the frequencies but nothing. Volume is turned up.

ALL Law Enforcement Frequencies in Lee County are "E" Encrypted. No scanner on mother earth will receive them.
Just delete all those "E" frequencies and listen to Fire/EMS and other NON "E" stuff.

If it’s the BCD396XT it may not work for the Lee county system.
Lee county uses Phase2. The 396xt is only capable of receiving Phase 1 systems.

it is hard for me to get lee up here, but i just stepped out and got talkgroup 21001 and my 325P2.

If it’s the BCD396XT it may not work for the Lee county system. Lee county uses Phase2. The 396xt is only capable of receiving Phase 1 systems.
The 396XT should work fine on the Lee County system although the system is Phase-II as long as the talkgroups stay FDMA (mode "D"). If county decides to upgrade radios & backend to TDMA (thus making talkgroups mode "T") then the 396XT would be useless on the system. Mode "DE" talkgroups on the system are fully encrypted and therefore cannot be monitored. Note: if you take a look at the site maps for Sites 1 & 2 you'll notice that they are simulcast across multiple cells (Site 2 being simulcast across 6 cells) so simulcast distortion may be a factor if OP is monitoring these sites. Best way to overcome this phenomenon is to monitor with a Uniden SDS100 (or its base equivalent, the SDS200) Sites 3 & 4 are single-site so OP may have better luck monitoring these with their 396XT if within range & assuming they carry traffic of OP's interest.
