Jack P of Virginia Beach listed a 400 Mot CC freq of 408.525 on a Yahoo board. I live about 25-30 miles form his location but I plugged it in my Pro-96 and it is at 80 + on digital decoding and is in the Eastern Virginia Regional Communications sysid 791a.
Bravo, Charlie, Delta and Papa Groups plus OOD are on ID 37232 with Dispatch and Security on 36896. ID 36800 and 36864 have also appeared on Trunker.
Trunker is also recording these hex values which I've converted to freqs.

None of these ID's or freqs appear with this system in the RRData page. but the sysid is on the CC of the 96 as well as Trunker. Also, Trunker is indicating more traffic then my scanner is, so there may be additional unrecorded settings for this system.
Settings are the same as the other two UHF lo sites on this multi site shared central CC system, which also has an 800 Mot system.

The system is not very busy, but is one of the military systems and with the strength of the CC (Trunker Hi-qual 86) and CC decoding above 80 on the Pro-96, my bet is another system at NOB Norfolk.
I'll dedicate trunker and the 96 to this system for a couple of days and determine if sufficient data will produce a name for listing as another site on the above systems page.
I just now heard TG 41248 with this CC, that Tango Group is listed in the Site 1 NOB ID listings also as OOD, in fact, I listed it several months ago. Also ID 41296
