Verify Clay County is Now Encrypted

Can anyone verify that all police departments in Clay County, except Moorhead, are fully encrypted now? They never announced they were going to do it but cant hear them anymore.

I do know their plans were to encrypt but unknown timeline. I am guessing that timeline was this weekend.
