I have a Uniden 396xt, how do I program to hear the weather service too?

Are you talking about the NOAA weather radio? It is in your WX Operation in the Menu. Go to WX Operation. Then Weather Scan. To program SAME codes you can google NOAA SAME and find your area's codes.

Don't have free scan so I don't know. But it is simple to do by hand.
