What’s at 13820 kHz?

The past two days I‘ve gotten a strong signal at 13820 kHz. Its 1505 UTC as I type this. Short-Wave.info says Voice Of America from Kuwait in Pashto. But this is in Spanish and it’s like 4/5 in strength. I wonder what it is?

EIBI says Radio Marti for that frequency and time.

Yes, I pick up also, R, marti on this frequency all the time. As I type this R MARTI is on the air right now, very strong signal.

Lol, their frequencies are often like local stations where I am in Wisconsin.
