It's low speed data. Sounds almost like a Coaster Call base but could be a lot of things.

If you post the location where it was received maybe somebody can identify it. If it's in the US 467.2125 is a Industrial/Business Pool frequency. You can look up the frequency in the FCC ULS and see if there are any licensees in the area where it was received.

С начало в виде тонального звука короткого эта идёт преамбула для синхронизации передатчика и приёмника потом похоже ШИМ сигнал передаёт какую то информацию в режиме сравнения захвата ШИМ.
