What does Code 13 mean for Burlington Police?

I've been hearing code 13 being used by Burlington Police this morning (Alamance County) surrounding a train accident but I don't know exactly what it means. I know the 10-codes normally follow the SHP, but there is no listing for a code 13.

Can anyone help?
