What does it mean when you hear police say open or link the net. For example, just heard part of a pursuit by state police troop a. The people fled the vehicle off hwy 5 and one of the troopers asked little rock to open the net. what does that mean? Also, I don't hear much anymore, is the NET a different talk group id?

No, its a term used in emergency situations. When officers refer to the "net" it is usually whichever channel the units on operating on at that particular time. If you hear a unit say "direct the net" it means to hold all communications on that particular frequency/talkgroup for emergency traffic only, in this instance, only the officers involved in the pursuit were operating on that specific frequency/talkgroup. When you heard "open the net" they are letting the dispatcher know that the frequency/talkgroup can be opened and resume normal traffic on that channel.
