I tried to look up Chapter 90 and got all sorts of various references.
When an officer says Chapter 90 Violation, what do they mean, Drugs?

That depends where you are located. This really should be posted in the forum for your location. That said, in Wake County NC it is.

It would be specific to a department/location. There is no standard.

Click "Report" on your post and ask the mods to move it to your geographical region forum for more information.

Raleigh/Wake County has a very in-depth 10 code / signal wiki here. Contained within is a PDF here explaining "Chapter 90" (Page 2 of PDF) as "Drug dealings", so the OP is correct in assuming it has to do with drugs

32 year Telecommunicator here in NC, it means narcotics violation. The Chapter 90 comes from the North Carolina General Statutes, that particular chapter deals with narcotic offenses. There are some agencies in the state that use that term.

In Eastern NC you usually hear it referred to 90-95 violations. As KG4KHQ said its the chapter regarding narcotics.

Yes, this is exactly right. My area uses that term in their radio talk.
