32 year Telecommunicator here in NC, it means narcotics violation. The Chapter 90 comes from the North Carolina General Statutes, that particular chapter deals with narcotic offenses. There are some agencies in the state that use that term.

In Eastern NC you usually hear it referred to 90-95 violations. As KG4KHQ said its the chapter regarding narcotics.

90.35 and 90.20 are sections of the FCC federal code (CFR) which pertain to radio. Since you are posting on a radio website, that's my best guess.
