What is the purpose of a tone

On my sds100 while listening to EMS the dispatcher will key up and say “standby for a tone” then a few seconds later you will hear a siren Sound for about 3 seconds then she will start talking instructing the ambulance what their task is. What is the purpose of that tone?

More than likely if it's a siren sounding tone it's just what they call a "waker" tone. It simply alerts the users who are already monitoring the channel. If it's a long tone, 2-tone, DTMF, MDC-1200, etc type signalling those are typically used to open a receiver that is muted.

For Pafford? If so, that call a "shift tone" that when they exchange different EMS truck out for for shift and different location.

The National Fire Protection Association Standard on Public Safety Communications says:

Where voice transmission is used as a dispatch method,
the announcement for the emergency response shall be preceded
by an audible warning or alerting signal that differentiates
the emergency from routine radio traffic.
