I am seeing these devices attached to street lights around San Diego. They appear to have 5 antennas. Does anyone know what they are?

I've read from various sources online that the new street lights also include video cameras.

San Diego broadly deploys cameras and sensors on LED street light poles (MAGAZINE)

It's also noted on the SD City's web page about the lighting, that it means they don't need to put up one-off CCTV cameras because these lights will do that. :-|
