WS1040: will not power up on battery or ac adapter

scanner will work if 10-11 VDC is applied through power jack, does anybody have a solution or a partial schematic that covers the charging port circuit

There are contacts on the power jack which open when you plug in external power. If the contacts do not close or are dirty when the external power plug is removed, there is no connection to the batteries.

that was verified ok, closes when cord is disconnected
