I am trying to program a Radio Shack PRO 2096 to the new P25 State Radio Trunk System in South Dakota. I have downloaded and used Butel Arc 96 software. It downloads to the scanner but is not working. Can anyone help me?
Thanks.

No, that system is a P25 Phase 2 system, the scanner will not decode Phase 2. However, that said, the database is showing a "D" in the mode column that indicates it is Phase 1, rather than a "T" which is TDMA Phase 2. I'm unsure if that is correct or an error. Hopefully someone in SD can verify.

As with the VHF Type II system, you will need bandplans for the VHF P25 system as the first generation digital trunktrackers did not download bandplan data from the control channel datastream.

Here is my calculated bandplan that you will need to enter manually into ARC96 in the first five rows of the bandplan screen. Some of the names may be different as I use Win96 and do not know naming conventions within ARC96.

CH LoCH HiBase FreqOffsetStep
04095851.0062506.25
40968191762.0062540966.25
1638420479150.00000163845
2457628671150.00000245766.25
3276836863150.00000327682.5

How to calculate bandplans yourself is contained in the PRO96Com manual.

This bandplan worked perfect to get an older Pro-96 talking with the SD State Radio P25 Phase II system. Assume this would work on the 2096 as well. Used Arc96 and enter it under Motorola Type1 Fleetmap:, select Multi Tables in both Mot3600/9600 band plans, and selected Edit Multi Tables and enter it exactly as you see it here under bandplan table editor. Had to tweak the alpha tags a bit from the database, but working excellent on site #1 Aberdeen, ID search mode reeling in loads of trunked traffic today.. Working as of now. Pretty sure they going encrypted after the conversion is complete. Most agencies anyway..
