Hutto Fire
WILCO EMS

EDIT: I also suspect Thrall Fire and Coupland Fire but I haven't been able to 100% verify. Being some of the TG's have changed it is hard to determine if you are actually hearing those agencies or some other agency. What was previously East Dispatch is now encrypted if the TG hasn't changed.

NOT ENCRYPTED:

Taylor Fire

Wilco EMS sorta isn't. I hear them talking on the Round Rock talkgroups and the hospitals that they use for patient reports are in the clear also.

Very little encryption for Round Rock PD and Fire.

I guess we should have said Talkgroups rather than agencies. I was referring to the EMS Primary TG which as long as the ID didn't change I am hearing all encrypted. I realize they sometimes move to other channels and they also give pt reports on other TG's but I was only referring to their primary tg. Guess I should have been more clear.

Sounds to me like the TG's have had a major change, at least the Fire TG's. I have been listening to the VHF dispatch a bit and it seems that rather than having individual City scene channels such as Weir Med 1 they have gone to geographic scene channels such as Central Med 3, etc. Same with Hutto, rather than Hutto Med 1, I believe I heard them assigned to East Med 1. This means that the encryption I heard on certain talkgroups may no longer be the talkgroups that they were previously. Guess all bets are off now and I am sure a lot of the TG's in the database are no longer valid....
