Same frequencies or same programming method? Figured if anyone is close enough and was wondering which frequencies to program, I'd pass it on. Just the 4 FB2's is all that's needed.

Same method. Freqs will be different.
Only Motorola has locked/set control channels.

It appears like the system is starting to come alive. I logged the following from Waukesha County with DSDPlus while passing through the area.

I started to program a WISCOM800 system from scratch for one of my SDS200s and the next week they had a start on the system in the Uniden/RR database. So I scrapped mine and appended the RR system to my favorites file.
I didn't expect to be able to hear anything from my home in the Fox Cities but I thought maybe I'd have a chance at receiving the Graham Corners site from my property on Lake Winnebago (NE corner). Initially I didn't see any signal with my indoor-mounted Radio Shack discone but I wasn't too surprised given that some discones struggle with "distant" signals around 800MHz but I left the scanner searching anyway for a few days. No luck.
Today I dusted off one of my two WinRadio AX-31B indoor log periodic antennas thinking it might work a bit better in the 800MHz range (and with some directional gain). To my surprise, I not only received the Graham Corners site but also Rubicon. I actually caught some test comms on TGID 63003 (from memory, I have to check recordings to reconfirm).
I left the scanner running and recording so I'll see what else I might catch. I realized after I left that maybe I should have set the scanner in "Discover" mode because I might capture more detailed info in the logs. I'm running the antenna preamp on a 9V battery so that will die after 20 hours or so. I want to figure out a more robust mount setup for the antenna and then I'll connect it to a continuous 9V power source. Maybe I will switch the scanner to Discover mode at that time.
I should add that I think I also caught a callsign of whoever was testing today. I'll note that too when I review the recordings.

The TGID was 63003, and the callsign was WSLZ415 or WFLZ415.

The TGID 64001 transmissions also sound like possible State Patrol. They were talking this morning between 6:30am and 7:30am about a pirate FM station, 88.3 Radio Free Eustaceford (or something like that), and separately about a guy that was spreading manure a bit too heavy yesterday but seemed to be spreading it a little lighter today. Not sure if they were really talking about literal manure.
They did mention some highway numbers and roads. My impression initially was somewhere outside the Milwaukee metroplex but could also have been Madison. I'll have to come back to it for a more thorough review.

The license you linked to was on the VHF band. I thought this thread was about the new 800Mhz system?
The transmissions were carried over the WISCOM 800 system. Seemed on-topic.
I understand now. They're using the same talk groups on the new system, which you received at one of the new sites on an 800 mhz control channel?
Yes, I'm receiving the Graham Corners site and the Rubicon site. Also caught two transmissions from the Milton site. All from the northeast shore of Lake Winnebago, fairly distant from all of these sites. I haven't determined the straight-line distances yet but I'll guess between 30 to 70 miles, possibly a bit further to Milton site.
The system is on line now or just specific areas? I programmed the Kenosha site since I'm in Illinois and make my way up I 94 now and then. Those are all 700Mhz sites.
It seems they're in the early stages bringing the system up for southeast WI. I initially programmed the system myself to include just the Graham Corners site (all ~850MHz). Recently I saw the system included in the RR/Uniden database update so I scrapped mine and used the official database system.
