Won't stop on channel

I am using a 996P2 and attempting to program Kentucky State Police, 460.325. When the frequency is transmitting the unit won't stop on the channel. When I put the unit on hold on the KSP frequency and they transmit I get their transmission. I am using another scanner that lets me know when a transmission is being broadcast so I know they are working. Any suggestions I can do to get it to work correctly? I am using Freescan and all the other stations seem to be working.

So many possibilities. Are any quick keys enabled? Are all the lockouts not locked out? Is it programmed as a conventional frequency?

My first thought is that the channel is locked-out/avoided. Channels that are locked-out/avoided won't be scanned, but you can manually scroll to them. It's pretty easy to inadvertently hit the button causing a lock-out.
