If they are using full time encryption you are out of luck. If they are just using NXDN you could look into SDR Software Defined Radio and hear what is not using encryption

Yeah there is a way, become a radio tech, police officer, dispatcher, maybe if your lucky a city worker or animal control officer with dispatch talkgroups on your radio in a full encrypted system. Not all nxdn setups are using full encryption.

Do you know for sure they are encrypted? Have you confirmed this with DSD+?

If they are encrypted, then yep your out of luck. I know it sucks and more and more agencies are doing the same. I feel your pain....
