I chose wouxun because they were the highest quality. You're saying they are not?

These radios fall into the category of "CCR".
Cheap
Chinese
Radios.
I'm not sure how Wouxun compares with the other CCR's, but compared to a quality commercial radio, or even a quality amateur radio, the are going to be less than stellar performers.
Quality control seems to be hit or miss.
Some seem to work fine, some seem to not. Problem is, they cannot be adjusted if there is an issue. Generally you throw them in the trash if they don't work right and spin the wheel of quality control again and hope you get a good one.
Usually the radios have poor filtering, so they may work OK in low noise environments, but won't handle high noise environments very well.
I know some will claim they are good radios, but experience has proven otherwise. There's just too many issues with quality control and lack of serviceability.
If you've ruled out the antenna and programming is correct, and you are not in a high noise environment, then you could chalk this one up to QC issues.
