WPAFB Encrypted?

I recently purchased a BCD536 HP and plugged in the WPAFB system. Is this now an encrypted system for Fire and Law talkgroups? I'm only hearing the miscellaneous talkgroups like base operations and the Air Force Museum. I live in Huber Heights and used to monitor them before they went digital. It's been awhile.
