Not really new as far as the license goes. This is just a routine renewal of the license granted in 2014.

My bad. Forgot to check the AU's. Any idea the intentions for it? Or is just essentially a bookmark?

This looks to me like the application for the original 2014 700MHz DOITT P25 system. I am really not familiar with the system history or evolution. GTR8000 may be able to give some background info.

3A8 started out life a full decade ago as a 700 MHz simulcast cell. Over time, and as the SmartZone systems (T-Band C820 and 800 MHz 0A02) were on the way out, the frequencies were slowly migrated over to 3A8. Eventually all of the 700 MHz frequencies for Site 60 were replaced with the 800 MHz frequencies from the SmartZone system, and that's where the system stands today.

I haven't cross-referenced the frequencies on the SY license with anything else in NYC, but assuming the frequencies are dormant, yes they are basically warehousing spectrum.

So it turns out that the city has 35 unique 700 MHz frequencies licensed across 9 SY licenses. WQTK398 is the largest license covering all five boroughs with the same six frequencies, while the rest of the licenses are a hodgepodge of frequencies within each borough.

There is no documented usage of any of those frequencies in the RRDB within city limits.
