I am trying to program a Whistler 1040. I have put in the program on the scanner using WIN 500. For the P25 system I have programmed it will not pick up anything. I have a Uniden that picks up fine. I'm not sure what the problem could be. I am in Floyd County in Georgia if that info is needed. Any help would be appreciated.

This link https://forums.radioreference.com/threads/ws1040-ws1065-vs-simulcast-800.381540/ as well as what you say, where uniden is working and the whistler is not, its been well documented in the forums that whistlers are terrible in simulcast - multi-tower counties as yours.

Your county is also simulcast and it has a lot of towers, so its understandable that the whistler isn't working.

Try using the attenuator, as well as removing the antenna and using a paper clip antenna, those scanners just get overwhelmed with too much signal.

Every simulcast situation presents different challenges. I have a GRE, and 2 RS scanners and no problems with the newer radios. The RS Pro 106 is understandable about 90 per cent of the time, and the Pro 18 and GRE PSR 800 are close to 100 per cent. Much of the trouble depends on how you understand the problem and make adjustments, with some luck thrown in.

Yeah those are GRE made scanners, they do better in simulcasts. Its the whistlers that are terrible in simulcasts.
