I have a new scanner and I can't seem to get my scanner to pickup the unencrypted fire dispatch and fire ops. I live in Kane county Illinois and I'm trying to input the Tri-Com fire talkgroups but I can't seem to find the right frequency for the trunked system. I am using the red and blue control and alternate frequencies as the ones for the trunked system but it isn't working. I picked up the dispatch talkgroups yestarday but can't seem to remember as I was just scanning using the search feature. Can anyone help?

First of all, Kane County has a simulcast system. That may be a good part of your trouble there. Secondly, if I understand correctly, the WS 1040 only picks up P25 phase one. Quite a bit of that area uses phase 2. It appears that besides South Elgin PD and a few operations channels, its mostly phase 2.
I don't own any Whistler radios, so I may be mistaken, but that's the way it looks to me.

lu81fitter is correct that most of the Tri-Com talkgroups are P25 Phase 2. The WS1040 cannot decode Phase 2. It can only decode Phase 1. If you look in the Mode column of the database, T (TDMA) means that the talkgroup is Phase 2. D is Phase 1. DE and TE are fully encrypted and cannot be received. De and Te are encrypted part of the time. The Kane County site of the STARCOM21 system is simulcast. You may or may not be able to receive the system reliably depending upon your location. The only scanners designed to receive simulcast sites are the Uniden SDS100 handheld and SDS200 base/mobile. The Unication G4 and G5 pagers are also excellent.

Definitely send that scanner back if you can, asap! If not, they do hold their value well if you sell it.

Go about 1/2 way down at the link for Kane. You'll see T - phase II and TE - Phase II encrypted - Most all police.

Additionally based on your budget and a portable, try Uniden 325P2 or 436HP they both dont do bad in simulcast, depends on your location and the towers location. Yes the SDS' will work well perfectly the others sometime garbled audio.
Stay away from whistlers as they do awful at best in simulcast.
