Unless you are on the eastern side, or the far southern side of the county, I would stick with the Vienna site. It is on WTAP's tower, and rather high. I can pick it up just about anywhere in the county. The Parkersburg tower is out on Montgomery Hill, and it is a little lower profile than the Vienna site. As others have said the less sites to scan, the quicker/better it will receive what you do want to hear.

TG 9011 is where you will hear most everything WVSP around here. Troop 4 dispatch was all consolidated to the South Charleston detachment a few years back. No more dispatcher at the detachment out on 47. This also means you will hear ALL of Troop 4's traffic, including stuff from Charleston and the other counties it covers.

Not sure if you're still having trouble or not, but this is my setup for the Vienna tower. I echo what WV8VFD said, you need TG 9011 and really just focus on the Vienna tower. I am in Lubeck and do have the Belleville and Rockport towers programmed but they are skipped so that my scanner isn't searching them for traffic that will likely be on the Vienna tower anyway. I've heard TG 7101 on the Belleville on the past but not enough to keep it active. TG 7927 is also an interesting channel. Using the setup below, I don't have any issues hearing Troop 4. When you have it programmed, are you seeing a signal level on your scanner?

Also, it looks like you have a lot of sites active in your file. I only have the sites that are within distance added to my radio. In SIRN on RR, you can click on the tower location and it'll show you a coverage area. If you're outside that area, there is no need to even load the site. I absolutely think this is a case of your radio scanning so much stuff that you don't hear anything.

I'm using a 996P2 radio. I have attached my file if you want to try and load it to your radio to see if you hear a difference.
