I sometimes miss base to car or car to base on my dmr . What should the dwell setting be for Dmr?

It's not dwell you should adjust, it's the delay for the talk group. Dwell are just how long it waits on a channel for any conversation to start in that site when the scanning initially stops on it and there's no ongoing conversations.

.... the receiver cutting out while receiving a signal, and the FM flashing on the screen very quickly on the TRX-1....

It indicates that it is loosing the signal, either it's too weak, or the squelch is set too high, or you have a simulcast reception problem with that frequency.
