DEA uses affiliate vehicles from local jurisdictions. If they were to illegally switch license plates, all DOJ cases in which DEA agents did this would be thrown in the garbage. First of all DEA leases most of its vehicles now and the federal govt isnt required to register any of their vehicles with any state.
For undercover vehicles, the DEA simply obtains as many plates as it needs from whatever state they are working in and they apply to the their leased vehicles as needed.
If you run one of these plates on NCIC it simply reads "plate number does not exist"....again, they arent registered in any state.
