All PECO OPs are on the P25 enc TRS. Even the legacy system was 800mhz. Anyway, that does not exist any longer. I don't know what the 450 stuff is used for. Perhaps it's used for SCADA or controlling equipment.

Having contributed the information in question, I can confirm that 457.6375 is one of 3 low power portable frequencies licensed to PECO for use in Chester County. The traffic I monitored (CTCSS of 203.5) occurred for a short length of time while crews coordinated their efforts to repair a section of line on West Chester Pike near 5 Points Road. The other two frequencies were not used at that time, and given that they are used by low power portables, unless you are close by, it is unlikely that you will hear any activity. Unless there is a PECO employee who can expound further, it is very difficult to know whether or not these are still in use, although the P25 system was fully up and running when I monitored traffic on 457.6375. The FCC site indicates these frequencies are licensed for analog voice, not data, so that makes SCADA unlikely.
