You have not really toldd us what you hear. Does it sound like voice or does it sound like data? More information needed.

I remember this as the SPEN frequency. Got it programmed in to see what pops up. I'm in Hudson County, NJ - will report back if I get any hits.

yea it was a radio that is staying keyed, it wavers as I drive and will drop out as I go into a hole and pop back up as i get on top of a hill. I think certain people are heaaring it as they keep keying up their radio on top of it, remember the old DTMF tones. dont hear it keyed all the time, mostly in the AM and stays keyd for a while. no pl or any fancy stuff like that I only have 4 crystals in the old radio.

Definitely still SPEN 1...Definitely will still get hits...it should be on the air in every Dispatch Center.
Is this actually true for even southern NJ counties like Atlantic and Ocean? I am only asking because I travel all over the state, and never heard SPEN used in south jersey due to each county having their own "Hotline" on NJICS. Does every police department in the state still monitor SPEN?

Does  every department? Probably not. But ACORN tests are supposed to be conducted regularly to ensure operation which then gets documented who is in operation and who isn't.

I receive SPEN at my location in New York. It's on the air a lot with BOLOs and stuff like that, mainly from a lot of Morris and Sussex agencies that I receive. It is a statewide channel, so I would think it's in use everywhere. Sometimes it comes in very static or 5x5, nothing in the middle. It's weird. But I do like the concept.

I've heard some sporadic traffic on 154.680 over the past week at my location (Hudson County NJ). It does not seem to be very active. Morris/Sussex usually come in well here. I can hear Jefferson Police on 45.800 with no issues.

Yes, its primarily used in Hudson, Essex, Sussex, Bergen, Morris, and sometimes Middlesex Counties. Union County stopped using it after they got their Hotline channel on NJICS. I don't think I ever heard it used in southern NJ and not even sure if counties like Atlantic or Ocean even monitor it.
