I listened again as i didn't catch the ASO saying sector before...but the kore i listen to it it sounded like victor not sector. In previous recording they used the call sign uniform. MSR1-4 are more than likely HF, SATCOM nets or possibly a TDL for the video downlink. EMWIN is not allocated to the entire VHF band, they share it with many Federal Agencies thru the NTIA, including sharing this band with Non Federal Partners. Allocations - means they have a piece of the pie, not the whole pie (allocated to them)"Has allocations" vs "is not allocated".

Yes, but no N# or uid showed with the ground tx. A/c NAC293 was Tango Mike cllng Tango Victor. They had a visual on X1 and later said to postpone the surv on X1. This was on 11/02.You were able to hear the ground side of the comms as well ?
