The tech I talked to at RE said they pulled out because it wasn't cost effective for them to continue supporting the IRL.
I got the feeling they may have been in a bidding duel with racing radios and after getting the IMS and IRL contract found out costs were greater than expected and fan turnout dropped from covid.
The 455.125 freq you heard is the camera PL or program loop as it's called in the TV business. Imagine being the person running the switcher to make all those cuts from one camera to the next. Pit announcers have their own channels to talk back to the truck to give info or get instructions from the producer. Another channel has program audio which is what is fed to the audience, that way pit reporters know what's happening on the track.
When I worked the CART series I put that channel in the safety truck mobiles so they could listen to the race. Each safety team member had a headset so they got race control that way.
