Could be Russian military, maybe Asian fisheries radio…least likely is Russian land mobile (business radio, etc.).

Russian taxis - using CB-type equipment - are all over the [roughly] 25.6 MHz - 30.2 MHz band, nearly all using narrow FM, 5 kHz spacing. 30.105 MHz is a known Russian taxi cab company frequency. Of course, Russian military comms also make sense (yes, they do use carrier squelch / CSQ).

European based DXers have monitored Russian comms on frequencies like 30.48125 MHz FM and 30.5925 MHz FM so 30.100 (ish) is not out of the question. For example, 30.4975 MHz falls within the same band plan as 30.5925 MHz. That, or somebody was just, well, off-frequency. 30.095, 30.100 and 30.105 are all possible taxi cab frequencies.

Officially anyway, low band for land mobile purposes is 33.000 MHz - 48.500 MHz and 57.000 MHz - 57.500 MHz using a mixture of 50 kHz, 25 kHz steps and 12.5 kHz spacing. The 30-33 band is very much a “free for all” and has military and civilian users mixed together with all kinds of band plans.

If you heard other Asian fishery chatter that would be my bet, I heard them yakking away (all in FM mode, all carrier squelch - CSQ) on 28.1125 MHz, 28.875 MHz, 28.9625 MHz, 29.000 MHz, 29.29.375 MHz, 29.400 MHz, 29.4125 MHz 29.425 MHz, 29.4375 MHz, 29.500 MHz, 29.525 MHz, 29.600 MHz, 29.6125 MHz, 29.625 MHz, 29.6375 MHz, 29.6875 MHz and 29.700 MHz (and those are just the within-10-meters frequencies) over the past 3-4 days during the short gray line propagation time frame.

30.100 MHz was/is also very active when the frequencies listed above were coming in. Of course the usual suspects on 27.5375, 27.675, 27.750, 27.775, 27.850, 27.875, 27.900, 27.925, 27.9375, 27.950, 27.9625, 27.975, 29.775, 29.825, 29.875, 29.9125, 29.925, 29.9625, 29.975, 30.000, 30.025, 30.125, 30.175, 30.1875, 30.225, 30.300, 30.4375, 30.475, 30.500, 30.550, 30.5625, 30.575, 30.600, 30.625, 30.700, 30.7125, 30.725, 30.750, 30.775, 30.800, 30.8125, 30.850, 30.900, 30.9375, 30.950, 30.975, 31.000, 31.025, 31.100, 31.200, 31.225, 31.625, 31.800, 32.000, 32.1125 and so on and so forth

What is the 418 in that string? Also the 36?
418 is the RSSI. 36 is the hit counter, but don't go by that number, The first hit number was "31", even though I only had heard six transmissions. It was definitely Russian as I know a little language but not enough to actually understand what is said. (Being a fan of Russian history you tend to pick up things.)

@KF4ZTO That explanation was excellent. Thank You! I haven't heard it since. Just as I mentioned for a very brief moment, after California had faded out. I've heard the Asian ships here as well, but this didn't sound the same. It was very different from anything else I've ever heard to be honest. But who knows, I wish it had lasted longer.

Thank you W1KNE, its a good catch either way - the lower part of the band, that is, 29.7 to 33 (ish) is full of interesting systems, including land mobile and military systems. You'd probably not be surprised to hear that it is not uncommon for somebody to leave a radio keyed up on 30.000 MHz or 30.025 MHz (with the tell-tale 150 Hz military tone squelch hum and wider-than-usual FM deviation), either as part of radio testing or other military operations. 30.000, 30.025, 30.050, 30.075, 30.100 and the other low-end frequencies are very popular for obvious reasons. There appears to be at least one paging system (sometimes using a narrow-deviation variation of POCSAG, other times using multi-tone CCIR pager modes) operating on, you guessed it, 30.100 MHz. Usually when 30.100 paging signals are coming in, 29.800 MHz, 29.900 MHz, 30.875 MHz and 30.900 MHz are coming in. They seem to come in when the known Spanish on-site and wide-area paging networks on 40.825 MHz, 40.850 MHz, 40.875 MHz and 40.900 MHz are active when the MUF is high enough. My guess would be the paging signals on 30.100 are coming out of Spain or that general part of the world.
Tuning around European-based SDRs this morning (well, morning here on the U.S. East Coast - roughly 1230 UTC) on 17 October 2025, I am hearing a mix of Asian fishermen on 29.875 MHz FM, 29.925 MHz FM, 30.475 MHz FM, 30.775 MHz FM, and several others, a Russian taxi cab dispatcher on 29.855 MHz FM and U.S. land mobile (school bus or other transportation dispatcher) on 31.120 MHz. C.W. Wright (out of my neck of the woods) coming in on 30.580 MHz FM as well as another U.S. land mobile user on 30.640 MHz.

POCSAG signals popping up on 29.8 MHz and 29.9 MHz, starting to fade in. There's also an unmodulated military FM (with the 150 Hz tone) right above the noise floor on 30.025 MHz (at 1228 UTC).

31.1200 is used by a school bus/transportation company out of Western Massachusetts. If you received a PL of 100.0, that would be them.

Also this morning hearing the French traffic signaling systems on 35.4500 and 35.5500 again. Haven't heard them since last year.

I routinely have a varying signal strength unmodulated carrier appear on 37.700MHz. It's not anything internal to the radio and I don't think it's nearby interference based on the durations and signal strengths. I've mentioned it out here before, and I'm curious if anyone else has logged it.

On the subject of POCSAG, while it may still be taboo, I'm curious if anyone's ever tried running PDW or some similar thing with a data slicer on these POCSAG signals to see if anything decodes, and if it might indicate where it's originating from.
