Does anyone have any idea who this agency on 39.260 is? My notes say it's possibly a "Hotline" for Fairfield County, CT? Any confirmations on that, speculation, etc?

39.4600 MHz 110.9 Hz PL as
Fairfield Hotline - Connecticut Law Enforcement Mutual Aid - licenses WQYD424 and KA5406.

Of course, 39.4600 MHz FM 156.7 Hz PL is one of the nationwide mutual aid frequencies under NIFOG - recommended channel designator LLAW1D (in simplex/direct mode) and LLAW1 if used as a repeater output. If used as a repeater output, recommended input frequency is 45.8600 MHz FM 156.7 Hz PL.
The NIFOG also lists (for lowband), the familiar 45.8800 MHz FM 156.7 Hz PL LFIRE4D (simplex) and LFIRE4 (if used as a repeater output). If 45.88 (156.7 Hz PL) is used as a repeater output, the recommended input frequency is 39.4800 MHz FM 156.7 Hz PL tone.
There are a total of four frequencies on the low band list, configured in simplex only, repeater only or a mixture of simplex and repeater pairs. Of course, the simplex frequencies are used as repeater inputs or outputs depending on which channel configuration you go with. From what I can tell, LLAW1D (simplex), LLAW1 (as a repeater output) and LFIRE4D have the most widespread adoption. The use of 110.9 Hz PL tone on 39.460 MHz either predates the NIFOG designation or is just used as a local thing (and/or intentionally because somebody nearby has a system set up and the "Hotline" doesn't want to cause interference. Just a guess though.

Simplex (Direct)

LLAW1D - 39.4600 MHz FM 156.7 Hz PL (CTCSS)
LFIRE2D - 39.4800 MHz FM 156.7 Hz PL (CTCSS)
LLAW3D - 45.8600 MHz FM 156.7 Hz PL (CTCSS)
LFIRE4D - 45.8800 MHz FM 156.7 Hz PL (CTCSS)

Repeaters - note that LLAW1 and LLAW3 are the same two frequencies just input/output are reversed. Same with LFIRE2 and LFIRE4. So, in practice, only two of the four repeater pairs listed could be used in a given area. Also, using LFIRE2 and LLAW3 seem counterproductive to me, considering how much simplex use of 39.460 and 45.880 there is, using 39.46 and 45.88 as repeater input frequencies seems...well, silly...but that's just my perspective.

I've monitored several examples of both simplex/direct use of 39.4600 MHz (always with 156.7 Hz PL) as well as use of 39.4600 MHz FM (again, always with 156.7 Hz PL) as a repeater output. It seems to me like LLAW1D, LLAW1 and LFIRE4D / LFIRE4 seems to be the de facto more commonly used setup. For example, the California Highway Patrol (CHP) statewide mobiles license KA4993 includes 39.4600 MHz and 45.8600 MHz as mobile transmit frequencies (so they're either running it in simplex mode as LLAW1D or as a repeater as LLAW1). The Virginia State Police (VSP) statewide mobiles license KA5367 includes 39.4600 MHz as a mobile transmit frequency for all mobiles (which matches with use of it for simplex/direct, that is, LLAW1D.

OK. Yeah I'm familiar with the VHF-Low interop stuff and that it is LLAW1, but the specificity of the PL tone (not being 156.7) was what caught my eye. I'd assume this is a legacy system from before the time that it became LLAW1.

OK. I'll update my logs - thanks gents. Appreciate the confirmation and details.

@217, interesting comment about things being wide open to unusual places. Major shift in things out west today as well, I've heard a lot of things today I hadn't heard before as well as some things I hadn't heard in a long time. Things that are normally loud are noisy, so a shift for sure.

So with the government shutdown, the FCC database is inaccessible and I don't know any alternatives. That said, anyone have information on the above bold frequencies (39.560 and 39.180)?

The 39.180/192.8 was "Latta Rescue" dispatched to an address they stated was a Circle K, and that does resolve in Google, but I can't find anything in the RRDB for that frequency in South Carolina.

39.56 was a local signal when I lived there a year ago. I believe it is used at other NY State Parks as well. Confirmed as
NY OFFICE OF PARKS, REC. AND HISTORIC PRES. “ROCKLAND LAKE (S.P.) OFFICE”-CONGERS WQTF209 [97.4]
