246T or the 250D?

The 246T is not a digital and the 250D is and can receive all three signals.(conventional/trunked/digital)

Will I really miss anything if purchasing the 246T?

I do not know what frequencies are being used here in Quito, Ecuador

It really all depends on what you want to listen to...if you don't have any digital systems to monitor, I would save yourself $300 and go with the BC246T...if you want to moniotr digital I would suggest going with a GRE PRO-96.
