I have heard a carrier with no audio on 37.4600 D712 for several years during band openings to California.

Heard this audio on March 25 - any ideas?

Maybe City/County of San Francisco Water Dept I've heard them on other frequencies.

I searched my full low band audio database of 37.460 (2015-2024) and although I didn't find any hits off that DPL (or any coded squelch codes), I found 3 different CSQ CW Styles in 2018. maybe someone can decode the CW
