39.900 / CSQ - Recently logged the audio in the link listed below. I can't understand the names she is saying. Any ideas on who this is? I know 39.900 was used in the past in Nebraska but I haven't heard anything recently from there. Thanks.

What is interesting is, Ord and Greeley, Nebraska, both heard on those two clips, are only 20 miles apart, although in different counties.
The start of the transmission she says "Region 26", which according to their page, serves Valley (Ord) and Greeley (same) counties in Nebraska.
