On this frequency, it is almost certainly a weather balloon. They operate in the 400-406 MHz range.

There is software that will decode the telemetry. There are several types of balloons and we would have to know which type (LMS-6, RS-41, or DFM-17) before I can suggest which software. I decode them and they transmit their GPS position along with the weather information. I have actually gone out with a laptop and receiver with the software in my car and recovered 11 balloons (I have several next to me) and saw about as many stuck in high trees. When you here one, you might want to check the webpage below as it might be there if someone is sending the info on it to the website.
At the website move it to your location.

Most are from NWS facilities but a fewer number come from Universities. I will check NWS locations that release and post again in a minute.

Upton NY NWS is a balloon release site. Here is the facility (the round thing on the roof enclosed the dish antenna for older balloons).

When I worked at the Cemetery one was stuck in the trees I think it was Silver and Black if my memory is right it was constructed vy well and had markings on it not sure if they contacted NWS to pick it up since BNL and NWS are
almost down the road a bit,

All I have seen are an orange or red parachute with a long rope to the white styrofoam electronics package. Very little of the light tan balloon is usually left as it exploaded at 100,000 ft (about 20 miles) up.

Note also that since they are so high, you can receive them when they are many miles (often over 100) away

I checked that info but I really see none on that freq. they are like 402 or 403 ? Marcy

The exact freq is 405.025 in case you want to decode it

And as you probably see, the NWS facility sits on the east side of Brookhaven National Lab. Balloon releases are done roughly an hour before 0000 and 1200 UTC. If that is a public road by the facility, you may be able to watch one.

you really gotta watch yourself around there there are DOE signs all over and it,s woods but I know what you mean abt the road..tks

Yeah thats close enough. The scanner isn't that selective for you to hear the diff. It would make a diff. if you tried to decode it. Then you would be better setting it for 405.025

EPIRP use 406 MHz not 405 MHz.

The frequencies drift quite a bit due to temperature changes. Using an SDR radio is best and a virtual audio cable to software if installed in the PC.
