409.800 MHz analog CTCSS 151.4 NYC area

My location is about 5 miles from Manhattan. Signal is almost below the noise here and practically unreadable. I cannot make out enough to report the nature of the transmissions. Has anyone else logged this? Possible bootleggers?

Usually this is a Telem channel for the FAA at airports, is it voice or Telem you are hearing ?

Other than the FAA, it has also been found (documents) to be the Asia FRS Ch.05 at 500mw
and many a scanner user finding it an image, which make/model radio ?

I'm hearing voice transmissions, but very weak and barely intelligible. Using a Uniden 536HP. No action on this freq today, but I have logged comms here on at least three occasions, same 151.4 tone, and always very early in the morning, around 7:00 - 8:00. With all of the construction sites around here, it's possible it is a bootlegger using an Asia FRS radio.

I live in RF alley, 5 miles and line of sight to Manhattan. Images are always a possibility. You should hear the crud I pick up on 300 - 380 MHz on my 996T.

reminds me of chasing my tail on a 35 mhz DPL signal, and the only licensed user was a PD who was PL 40 mi away.
6-8 mo's later discovered it was my local DPW from their 460 repeater

Wow! An all too familiar story. Outdoor antennas are just about a no-go here with my scanners. They overload and desense.
