410.950 Who Is It?

Any idea's as to who is sending the data communications on 410.950? Only one station heard transmitting. Strongest signal is near hwy 35w and crosstown (62) and also hwy 77 and crosstown (62). Go north or south from that area and the signal fades rapidly.
