What I have circled in yellow could this be the LCN order?

In a perfect world you could go by what you see there. But in reality, most EDACS/LTR systems do not follow any order listed in FCC records. In fact, if I were the system manager, I'd specifically set all sites up so that they do not follow any order close to what's in FCC records [if I wanted to make it more difficult for people to determine proper order to scan].

With all of that said, I have found that much of the time [for the AEP system], there are usually no spaces between LCN numbers.... meaning that if there are four frequencies, the LCNs would typically be 1 through 4 (they could be 1 / 7 / 12 / 20 if the manager wanted them to be). Additionally, most of the time the AEP sites seem to go from lowest freq to highest freq.

So, to start out I'd program the lowest frequency as LCN 1 and the highest frequency as LCN5 and start from there. You may hit it lucky and it may track perfectly.

But, if you are ever trying to figure out a site in some other EDACS [or LTR] system, don't count on that working out as nicely.

I know know what private groups are, and understand it a little better.
My next project is to find out who all of those talk groups are.

Sounds like you're doing pretty good. Yes, on an EDACS system most of the time you'll find that the LCN changes for each transmission.

In my neck of the woods, private calls are very common. Anyone who listens to an AEP EDACS site and doesn't enable private calls in their scanner will likely miss a bit.

Private calls are very busy here also.
I think I just got lucky with this site.
It's my first trunked system that I have every tried to listen to, plus it's the only one in my County.

1 more question, I know VC: is voice channel, but what does PC: stand for? (Private Channel, that's my guess)

Where are you seeing PC? No, PC would not be private channel. Private Call perhaps? Are you seeing that nomenclature in Unitrunker or something?

What does it mean, Please?

It simply shows that at 12:31:10 talkgroup 02-124 was active using 854.9125 (LCN 1) as the voice frequency.

Any / all of those frequencies could be alternate control channels. The control channel data of an EDACS site is not going to tell you that. The only way you'll know is if one day the control channel changes and that happens to be the new control channel. That's why its important to know all site frequencies and their LCN order. All freqs have to be programmed in to be sure that if/when the control channel changes, your're scanner will have that frequency programmed in as well.

All AEP sites around my area rotate control channels periodically. Meaning, over time every frequency on a site is typically a control channel at some point.

As far as your question about Win500, I don't know the answer to that since I dont currently hvae it installed. I doesn't appear to be suggesting that anything is locked out though.

Just heard a lineman going to do a new tap in Lawrence County KY, he gave the pole # where the tap was going to be done, and the dispatcher acknowledging it.

If they are going to turn on / turn off power to a residence/business, you'll likely hear that traffic on the talkgroup as well. You definitely could hear linemen on that talkgroup if they are working on establishing/re-establishing/disabling service to a customer.

Hard to tell. Most likely many of them are KY, but some of them could be Southern OH radio IDs as well.

I don't know how large the fleet is down in that area. Up here 7700s are out of Steubenville Ohio, 7900s are out of Belmont Ohio (or Wheeling, forget which).

You're seeing radio IDs in multiple hundred blocks (30xx, 31xx, 33xx, 34xx, 36xx and 39xx). They could all be radio IDs from different areas that they have offices, or in some cases they may have a fleet large enough to spill over into more than one 'hundred' block.
