did windows update block this service from access via the firewall? It's literally telling you where you should start looking. Look in the Windows Defender Firewall --> Allowed Apps and see if it has been disabled.

A firewall is blocking ARC to access the internet. Add the ARC software to the safelist of your firewall software.
