I’m not sure where you live has anything to do with 1) whether this sort of thing has any implications for moving to encryption nor 2) whether encryption in any way stops someone who has managed to get their hands on a radio with the keys.
The radio used was a old LPE 200 exact with pro voice.
No keys were stolen, no radio lost.
Bernalillo public safety and fire utilize edacs and edacs pro voice. Anyone can obtain a old LPE 200 or variety after and passive monitor a edacs system with proper software and know how on a LPE 200.
As for securing it has been a debated topic in that region with public safety persons.
Some are for it some arent.
If they used it the fact is he wouldn't hear anything and while still appearing to have radio in his impersonation duties for looks a lot can be fooled by audio.
The concern some have is this may tilt the decisions due to the attention locally it got and eyes which caught onto it with the coming jump on a sub system of the NMSP 700 which NMSP has made it clear to others in LE, Fire Services to OEM they don't want anyone hearing them.
One thing to remember is Lea county sends a lot of its hardware and installs up to Albuquerque on initial install with contractors.
Discussions do occur between those driving new units about to get outfitted with the laptops and radio equipment up in Albuquerque. With Lea after a few incidents the decision was made.
Without a doubt this has made some change their opinion on the matter regardless if one has something for looks it is the audio they are concerned with.
One thing to remember Las Cruces, Hobbs, Albuquerque tend to follow same vendor and got on edacs about same time.
Hobbs, and Albuquerque at time opted for ESK as it was marketed nothing could track it but nobody told them anyone could buy a LPE 200 and monitor away. The mindset then was lights out and I know in loop the mindset still exists in few around up there.
