AMC going digital?

Does anyone know if the AMC in the White Mountains is going digital? Over the weekend, they were testing on 463.9500 and it was coming in all scambled. When the radio tech was done, he said you are back on analog so everyone can now hear you. Can anyone shed any light on this?
