Might someone please direct me to a few links that
basically describe what APCO is, how it is use, frequencies & modes,...?

I tried, really, but the writeups I found are all too

APCO is an organization that coordinates standards, while it is possible your terms are not correct if you explain what you are looking for it might be more helpful.
