Arkansas HF frequencies

In the database, there are several HF frequencies listed for the State of Arkansas as "emergency ops".

Has anyone every heard any activity on these frequencies? if so, are there regular civil defense tests on these frequencies?

I seem to remember that ADEM does radio checks daily on one or more of them with FEMA Region 6 and others.
