Who gives a crap N_Jay. Do you have a problem understanding that the officer would want his back up as SOON as possible. And if you were in a life threatening situation i'm sure 5 seconds would matter alot to you! There are other forums where you can go act like a little girl, go find one. No one needs you to explain how many seconds are in a minute to them N_Jay, your overwhelming knowledge is not needed here.

This sounds good, but can you explain exactly how "seconds count" when backup is miles away?

It would seem that either seconds county, or they do not, and how far backup is is irrelevant.

Actually, the way I am thinking about it, if back up is more than a minute or 2 away, seconds no longer count.

Guess in my emergency medical training they beat into us that fact the seconds don't count, and when you start acting like seconds count you start losing tract of what does count!

Lots of available VHF frequencies in the US Governement bands.... ????

What is lots?

In general it is very difficult to gather enough usable channels to construct a large system on VHF for MANY reasons.

The high frequencies are awful. We use a 900MHZ analog trunking system at my place of employment and you can't use them in the basement and several other locations. Then on a digital system you need a more powerful system because of the nature of it(you either hear it or you don't,no fading). Seems like four(max.) powerful towers in each county in the 450 to 470 MHZ band would work a lot better!

Maybe, but there's lots of money in the Philadelphia mint too, and we can't use that either until the government releases it.
